Vision Statement for Downtown Norwich

Note: The following vision statement for the future of downtown Norwich represents a synthesis of ideas presented in seven workshops conducted by Chelsea Advocates with over 80 downtown stakeholders in 2001 and 2002. It was endorsed by unanimous resolution of the Norwich City Council on October 21, 2002.

Within ten years, a revitalized downtown Norwich and waterfront, known as “Chelsea,” will become a major DESTINATION in Southeastern Connecticut for residents and businesses, as well as tourists. Chelsea’s attractiveness will be based on its unique offerings, coupled with its strategic location between Boston and New York, between major casinos, and less than two miles upstream from a world-class convention center.

Chelsea will be perceived positively as a truly AMERICAN small city with a late 19th-century Victorian flavor, reflected in its restored historic architecture, unusual topography and streetscapes, accessible and attractive harbor and riverfront venues, parks and other open spaces containing playgrounds and works of public art, pedestrian-friendly streets and byways, attractive bridges, and period lighting. These unique features will be enhanced by Chelsea’s RICH MERCANTILE HERITAGE, specifically its history as a center of rail and water transport, a commercial center, and as a melting pot of ethnic diversity. Chelsea’s historic and cultural heritage will serve as a symbolic bridge connecting the downtown and waterfront areas with their illustrious past.

In a revitalized downtown Norwich, there will be numerous specialty restaurants and shops, pubs, small hotels, as well as office and residential spaces. There will be a refurbished library and several educational centers. There will be a thriving arts and theater district. There will be numerous festivals and events. Parking will be available, convenient and unobtrusive. Signage will be plentiful and unambiguous, and “City Ambassadors” will assist visitors, especially during special events.

Most importantly, there will be activity: PEOPLE of all ages and types, shopping, dining, working, walking around, during the day, during the evening, and on weekends. Within ten years, the harbor area together with the historic downtown that surrounds it will be transformed into a source of community pride. Chelsea will once again become the proud centerpiece of the entire “Rose City.”
