Human Resources acts as support to all City Departments and the Norwich Department of Public Utilities. The primary responsibilities of the department include pension and benefits administration, applicant recruitment and testing, compliance with state and federal employment laws, record retention, labor negotiations, employee relations programs, interpretation and enforcement of the City's Merit System Rules.
