-Serving Norwich families and youth for 36 years
Mandated by Connecticut General Statute section 10-19m, a Youth Service Bureau (YSB) is an agency operated by one or more municipalities that is designed for planning, evaluation, coordination and implementation of a network of resources and opportunities for children, youth and their families. A guiding principle for Norwich Youth and Family Services is to mobilize our community to encourage citizens, institutions, service organizations and decision makers to plan programs and strategies that foster positive youth development activities and maximize the potential of Norwich youth to become balanced functining citizens in their community. There are currently 100 Youth Service Bureaus across Connecticut. YSB's are partnerships between State and local government and local towns must match every dollar the State provides.

Norwich Youth and Family Services provides programs in these seven core programming areas:
- Youth Development -Teen Leadership training, the Summer Youth Employment Program, C.O.O.L. Directions (a school year employment training program), Middle School Diversion Programs, Pipeline Employment training, Hire-a-Teen Program, Girls Circle, Norwich Youth Action Council (NYAC),Prevention Services,National Youth Service Day.
- Juvenile Justice-Juvenile Review Board, Families with Service Needs Board, Court Advocacy, Middle School Diversion Progams
- Family Involvement-Community-based parenting workshops, Mother/Daughter Night Out, Father/Son Night Out, Young Parent's Program, Relative Caregivers Support Group, Voices for Families Training Program, Information and referral, Children First Norwich, Strengthening Families
- Mental Health Services -Crisis intervention, Case management, Child and Adolescent Counseling, Family Counseling, School Advocacy, Assessment services
- Child Welfare-Social Service Assesments, Information and Referral, Adopt-a-Family, Backpacks Back to School Collaborative.
- Teen Pregnancy Prevention-Young Parents Program, Postitive Youth Development Activities, Middle school Diversion Group, Family Counseling, Youth Wellness Activities.
- Community Outreach-Norwich Youth Service Advisory Board, Family Day, Touch a Truck Day, Community Forums,
