Description of Services
The Finance Department is responsible for accounting and financial reporting; budgeting; information technology; payroll; purchasing and accounts payable; and tax collection. Accounting and Financial Reporting– This function is done by the Comptroller, Deputy Comptroller and Accountant. They ensure that transactions are recorded property and coordinate the annual audit of the city’s financial statements. The city’s audited financial statements have received the Government Finance Officers Association’s (GFOA) Certificate of Achievement for Excellence in Financial Reporting every year since fiscal year 1992-93. In addition, the GFOA awarded the City of Norwich for its first submission of a Popular Annual Financial Report (PAFR) for the fiscal year ended June 30, 2005. Upon receiving this PAFR award, Norwich became only the second Connecticut municipality to receive all three GFOA awards: the Certificate of Achievement for Excellence in Financial Reporting, the PAFR award and the Distinguished Budget Presentation Award (described below). Budgeting– This function is done by the Comptroller and Deputy Comptroller. They assist the City Manager in estimating revenues and expenditures for his proposed annual operating budget. The City’s annual budget document has received the GFOA’s Distinguished Budget Presentation Award every year since fiscal year 2000-01. The Comptroller and Deputy Comptroller also monitor departments’ spending during the year to make certain that the departments are within their appropriations. Information Technology– This function is done by the Deputy Comptroller, LAN Supervisor, and LAN Technician. The Deputy Comptroller and LAN Supervisor assess and prioritize the technology needs of the City departments and determines IT policies and procedures. The LAN Supervisor and LAN Technician troubleshoot network and PC problems for all of the City departments (excluding Norwich Public Utilities and Norwich Public Schools) and install new hardware and software. Payroll– The payroll function is done by the Payroll Coordinator. She calculates weekly payroll in accordance with Merit System rules and collective bargaining contracts and files required reports with the Internal Revenue Service. Purchasing & Accounts Payable– The procurement function is done by the Purchasing Agent and the Purchasing Assistant. They carry out the city’s purchasing policies such as soliciting bids for purchases greater than $12,000. The Purchasing Agent also works with our insurance agent, Webster Insurance, to adequately insure all city property at the lowest possible cost. The Accounts Payable Clerk and the Purchasing Assistant review purchase orders, invoices and receiving reports for city purchases. The Accounts Payable Clerk does weekly check runs to pay for goods and services received. Tax Collection– This function is done by the Tax Collector, Collector of Delinquent Taxes, and Revenue Clerks. They generate tax bills based on the mill rate set by the City Council in the adopted budget and the grand list from the Assessor and collect the taxes levied. How do I pay my taxes? |
The Tax Collector accepts cash, personal checks, cashier checks, and business checks for all tax bills. However, the Tax Collector will ONLY accept credit cards for DELINQUENT taxes and related interest and fees.Payments may be made by 1) mailing checks and bills to the Tax Collector's office, 2) dropping off checks and bills in the drop box at the entrance to City Hall on Broadway, or 3) paying by cash, check or credit card (for delinquent bills) at the Tax Collector window on the first floor of City Hall. |
