Description of Services
The Assessor's Office is the governmental agency responsible for the discovery, listing and valuation of all taxable and tax exempt property in the City. The primary responsibility is to ensure that all values are fair and accurate which, in turn, guarantees that taxes are distributed in a manner that is uniform and equitable. The Assessor's Office also administers a myriad of exemption and abatement programs in accordance with the CT General Statutes.

How is the value of my Motor Vehicle determined?
|
Standard price guidelines (NADA) are used to determine the average retail value of motor vehicles.

What if I think the assessment is not accurate?
|
You have the right to appeal to the Board of Assessment Appeals. The Board meets to listen to appeals and review tax assessments during the months of March (for all types of properties) and September (for Motor Vehicles appearing on the October 1st Grand List). Applications must be filed for the March session between February 1st and 20th. No appointment is necessary for the September session.

Why am I still getting a tax bill on a vehicle I no longer own?
|
If you owned a vehicle as of October 1st, you are responsible for the tax bill that comes due the following July. If you dispose of the vehicle, your bill may be adjusted if 2 forms of proof are provided to the Assessor. See below for list of acceptable forms of proof.

I no longer reside in the state of Connecticut, why am I getting a motor vehicle tax bill?
|
If you had an active CT registration as of October 1st, you will receive a tax bill the following July. If you register your vehicle in another state after October 1st, send a copy of your registration and State of Connecticut D.M.V. plate receipt to the Tax Assessor for an adjustment.

What are Personal Property Taxes?
|
All businesses located in Norwich on October 1st, are required by State Law to file a personal property declaration between September 1st and November 1st. Assessments are based on the depreciated value of the assets. Failure to file a personal property declaration by November 1st would result in a 25% assessment penalty by State Law. |

How do I find out what my Real Estate property is worth?
|
The City of Norwich has information including assessments available for viewing on all properties. To do so, access the Vision Appraisal Online Appraisal Data. The last time the City of Norwich performed a Real Estate property revaluation was as of October 1st, 2008. |
Standard Acceptable Forms of Proof for Removal and/or Proration for Motor VehicleTaxes
1. PLATE RECEIPT from Connecticut D.M.V. indicating that registration has been CANCELLED.
2. PLUS ANY ONE OF THE FOLLOWING:

A copy of the bill of sale (located at bottom of registration form);

A copy of the Transfer of Title (must be signed);
-
Out of State registration (date that the vehicle was registered outside of Connecticut);

Stolen vehicle; a statement from the insurance company indicating that the vehicle was stolen AND NOT RECOVERED;
-
Totaled vehicle; a statement from the insurance company indicating that the vehicle was totaled;
-
Junked vehicle; a notarized receipt from the junk yard;
-
Trade-in vehicle (in cases where license plates were not transferred from old vehicle to new vehicle); a copy of the purchase agreement identifying the trade-in vehicle.
NOTE: All information must be DATED and have the Vehicle Identification Number (VIN) on it. For more information, contact the Assessor's office.
Tax Assessment Calendar
October 1: Assessment date - Filing deadline for local blind, disabled, totally disabled and additional veterans' exemptions.
October 31: Filing deadline to classify property under PA 490, Farm or Forest.
November 1: Personal Property filing deadline; applications for Farm Machinery due; Lessee's report due; filing deadline for local solar energy exemption; Distressed Municipality annual renewal (M-55) and Quadrennial Exempt request (M-3) due to Assessor.
January 31: File Grand List
February 1: Homeowners, Freeze and Additional Veterans application period begins.
February 20: Final date to appeal to the Board of Assessment Appeals for the October 1 Grand List. This date is extended to March 20, if the Assessor receives an extension to complete the Grand List.
May 15: Last day to file for Elderly/Totally Disabled Homeowners or Freeze tax relief.
May 15 - September 15: Filing period for the Renters program.
September 30: Filing deadline for Honorable discharge with the City Clerk.
