Tax Collection
Description
This function is done by the tax collector, collector of delinquent taxes, and revenue clerks. They generate tax bills based on the mill rate set by the City Council in the adopted budget and the grand list from the assessor and collect the taxes levied.

Notice of Changes
In an effort to help reduce the tax burden upon the citizens of the City of Norwich, starting December 7, 2016, if a taxpayer mails in a partial-bill payment or makes a partial-bill payment online, the Norwich Tax Collector's office will no longer be mailing a receipt back; his or her cancelled check will serve as proof of payment.  
If a taxpayer wishes to have a receipt for any mailed-in payment or online payment, he or she MUST include a self-addressed, stamped envelope. 

Drop Box
The drop box on the Broadway side of City Hall will be emptied at the beginning AND end of each business day.  Any payments left in the box after the Tax Collector's office closes will be considered as having been paid the following business day.
DELINQUENT TAX PAYMENTS DEPOSITED AFTER THE BOX HAS BEEN EMPTIED ON THE LAST BUSINESS DAY OF ANY MONTH WILL BE SUBJECT TO THE NEXT MONTH'S INTEREST CHARGES.

How to Look Up Taxes, Pay Taxes Online & Convenience Fees
Taxes can be paid directly from the Tax Bill Inquiry screen. View your bill and click the green shopping cart under "Pay Online."

Please note that the tax collector's office does NOT provide over the phone, tax amounts that were paid previously.  If you need to know what you paid last year for income tax reasons, you can look it up online for free using the "IRS Payment Records for Year 2015" option, or you may stop in at the tax office and we will provide you a printout for $.50.

Payments are accepted from ACH, credit, or debit cards. Convenience fees apply.

Please see the Frequently Asked Questions (FAQs) regarding paying your tax bills online when you have delinquent taxes and need a Connecticut Department of Motor Vehicles "clearance" to register or reregister a vehicle.

Please note: All delinquent motor vehicle and personal property tax bills from the 2012 Grand List and prior must be paid to the collection agency Rossi Law Office LTD. Their phone number is (800) 647-6774.
