Annual Income & Expense Reports
Norwich requires owners of rent-producing property to submit calendar year rental and rental-related income and operating expense information to the Assessor annually in accordance with Connecticut General Statutes (CGS) Section 12-63c. This does not apply to property used solely for residential purposes and four to six family units in which the owner resides.
The Assessor’s Office mails forms for this purpose to all known owners of rent-producing properties in Norwich by April 15th. The owners must return these forms by June 1st. Any owner of rent-producing real property who fails to file this form, or files an incomplete or false form with the intent to defraud, shall be subject to a penalty assessment equal to a 10% increase in the assessed value of such property, effective on the next grand list. A written request for an extension if made by May 1st, may be granted for good cause.

Income and expense information shall not be a public record and is not subject to the provisions of CGS Section 1-210 (Freedom of Information Act). The information will be used solely by the Assessor’s Office and contracted appraisers.
