Norwich can be so much more. The idea is the town creates an accountability system for littering and improper trash disposal and collection, in addition to allowing volunteers to pick up trash of any kind found on the ground and disposing it at the transfer station without cost to the volunteers. Parks to have more effective trash bins installed so that the trash can be contained.
